This bill authorizes the Department of the Army, in the case of a military manufacturing arsenal, depot, or plant (i.e., a government-owned, government-operated defense plant of the Department of the Army that manufactures weapons, weapon components, or both), to: (1) authorize leases and contracts for non-excess military property for up to 25 years if it determines that such a lease or contract will promote the national defense or be in the public interest, and (2) delegate such authority subject to a specified review period.
