Rebuild America's Schools Act of 2019 This bill provides financial assistance in FY2020-FY2029 for long-term improvements to public school facilities by allocating funds to states for school facility improvements, awarding need-based grants to local education agencies, restoring school infrastructure tax credit bonds, and providing assistance for repair of school foundations affected by pyrrhotite. The bill specifies allowable uses of grant funds, including making major repairs of public school facilities and making public school facilities accessible to disabled individuals. The bill requires local education agencies to adopt certain green practices (environmental standards) and use products made in the United States (Buy America). The Department of Education must establish a clearinghouse to disseminate information to assist schools in initiating, developing, and financing energy efficiency projects, distributed generation projects, and energy retrofitting projects. The bill increases funding through FY2024 for the Impact Aid Construction program under the Elementary and Secondary Education Act of 1965.
