Prohibit U.S. Funds to the Palestinian Authority Act This bill prohibits any federal department or agency from providing certain foreign assistance funds to the Palestinian Authority unless certain conditions are met. First, the Department of State must submit the results of an independent audit of the budget of Palestinian Authority to Congress. Second, the conditions mentioned above include, for example, that the Palestinian Authority does not manipulate or inappropriately influence election outcomes in its area; is advancing democratic ideals by actively promoting human rights and ending government corruption; regularly and strongly condemns terrorism; has ceased to participate in boycotts against Israel; recognizes Israel's right to exist as a Jewish state; and has excluded Hamas from participating in a unity government.
