This joint resolution proposes a constitutional amendment to establish term limits for Members of Congress. For this amendment to become part of the Constitution, it must be ratified by three-fourths of the States' legislatures within seven years of its submission. Specifically, the amendment would limit a Representative to no more than six two-year terms, and a Senator to no more than two six-year terms. Service for more than half of a term would be counted as a complete term for these limits. These proposed term limits would not apply to any individual who served as a Representative or Senator during any Congress occurring before the One Hundred Eighteenth Congress.
