This bill seeks to ensure the Department of Housing and Urban Development (HUD) enforces public housing community service and self-sufficiency requirements by establishing a direct penalty for non-compliance. It mandates the HUD Inspector General to annually monitor the extent of noncompliance within public housing agencies. The Inspector General must also calculate and publicly report the total Federal subsidies allocated to units occupied by tenants who fail to meet these obligations. To enforce accountability, an amount equivalent to these identified subsidies from the preceding fiscal year is rescinded from HUD's Management and Administration account . This financial penalty is applied annually, linking HUD's administrative funding directly to its effectiveness in overseeing tenant adherence to community service requirements.
