This legislation, known as the SAFE Act, aims to bolster fall prevention efforts for Medicare beneficiaries by expanding the roles of physical and occupational therapists. It amends the Social Security Act to integrate specific fall-related services into existing Medicare benefits, focusing on individuals at higher risk. Specifically, the bill mandates that annual wellness visits for individuals determined by a physician to have fallen in the previous year must include a falls risk assessment and fall prevention services . It authorizes physical therapists and occupational therapists to furnish these specialized services during the annual wellness visit. Additionally, the bill expands the initial preventive physical examination to cover outpatient physical and occupational therapy services for beneficiaries who have experienced a fall in the preceding calendar year, with these changes taking effect on January 1, 2026. To monitor the impact, the Secretary of Health and Human Services will submit annual reports to Congress, beginning in 2027. These reports will detail the number of falls among individuals aged 65 and older who received treatment for fall-related injuries, tracking trends and changes over time.
