This legislation directs the Secretary of Energy and the Secretary of Agriculture to establish cross-cutting and collaborative research and development activities . These joint efforts are intended to advance the mission requirements and priorities of both departments, covering a wide array of scientific and technological challenges. The collaboration will be formalized through a memorandum of understanding or other interagency agreement, requiring a competitive, merit-reviewed process open to various entities including Federal agencies, National Laboratories, and academic institutions. The collaborative research will span diverse focus areas, including modeling and simulation, artificial intelligence, and data analytics for optimizing agricultural and energy systems. Other key areas include fundamental agricultural, biological, and environmental science, the energy-water nexus, advanced biomass and biofuels, and the colocation of agricultural resources with energy technologies and carbon storage. The Secretaries are also authorized to develop methods for managing large data sets, promote data sharing among partners, and support research infrastructure and workforce development to improve agricultural efficiency and reduce greenhouse gas emissions. Furthermore, the bill permits the Secretaries to enter into reimbursable agreements and collaborate with other Federal agencies to maximize research effectiveness. Within two years of enactment, the Secretaries must submit a report to Congress detailing interagency coordination, opportunities for expanding technical capabilities, collaborative achievements, and future plans. All authorized activities must adhere to existing research security guidelines.
