This legislative proposal seeks to establish Daylight Saving Time as the permanent standard time throughout the United States. It accomplishes this by repealing the existing provision that designates Daylight Saving Time as a temporary period, effectively eliminating the annual clock changes. The bill further amends the Uniform Time Act of 1966 and the Calder Act of 1918 to advance the standard time in most time zones by one hour, thereby making the current Daylight Saving Time the year-round standard. Importantly, states or areas that had previously exercised their option to exempt themselves from Daylight Saving Time would retain the flexibility to either adopt this new permanent standard time or maintain their prior standard time.
