This bill amends the Defense Production Act of 1950 to strengthen oversight of foreign investments in the United States agricultural sector. It specifically adds the Secretary of Agriculture as a member of the Committee on Foreign Investment in the United States (CFIUS) for any covered transaction involving agricultural land, agriculture biotechnology, or the broader agriculture industry, including transportation, storage, and processing. Furthermore, the legislation mandates that CFIUS consider certain agricultural land transactions for review. Upon notification from the Secretary of Agriculture, CFIUS must determine if a transaction involving agricultural land acquisition by foreign persons from the People's Republic of China, the Democratic People's Republic of Korea, the Russian Federation, or the Islamic Republic of Iran is a covered transaction and warrants a review. This requirement is tied to existing reporting under the Agricultural Foreign Investment Disclosure Act of 1978 and will terminate if these countries are removed from the list of foreign adversaries.
