This legislation mandates the Federal Communications Commission (FCC) to either establish a new council or designate an existing advisory committee within 90 days of enactment. Members will serve two-year terms and must possess relevant knowledge and experience. Every two years, the council is required to submit comprehensive reports to the FCC Chair, detailing its findings and offering recommendations on improving network security, reliability, and interoperability. These reports, along with any from its working groups, will be made publicly accessible on the Commission's website, ensuring transparency and broad dissemination of its advice. Unlike typical advisory committees, this council is designed for continuous operation without a termination clause.
