This legislation mandates the Federal Communications Commission (FCC) to either establish a new council or designate an existing advisory committee within 90 days of enactment. These reports, along with any from its working groups, will be made publicly accessible on the Commission's website, ensuring transparency and broad dissemination of its advice. Unlike typical advisory committees, this council is designed for continuous operation without a termination clause.
