This legislation, titled the Farm to Fly Act of 2025, seeks to significantly promote the production and use of sustainable aviation fuels (SAF) by amending the Farm Security and Rural Investment Act of 2002. Its primary purposes are to enable SAF access within Department of Agriculture (USDA) bio-energy programs, expand the national fuel supply, and support United States agriculture by recognizing its critical role in SAF production. The bill establishes a detailed definition for sustainable aviation fuel, requiring it to meet specific ASTM International standards, not be derived from certain non-biomass co-processing or petroleum, and achieve at least a 50 percent lifecycle greenhouse gas emissions reduction. This reduction is to be certified according to international standards like ICAO CORSIA or the Argonne GREET model. Furthermore, the bill directs the Secretary of Agriculture to implement a Farm to Fly Collaboration Initiative . This initiative mandates comprehensive actions across USDA mission areas to advance SAF, including identifying opportunities for development, leveraging the capabilities of farmers and the agricultural sector, and fostering public-private partnerships. Finally, the legislation amends existing USDA biorefinery, renewable chemical, and biobased product manufacturing assistance programs to explicitly include the fostering and advancement of sustainable aviation fuels as a program purpose and an eligible product for support, thereby creating new markets for farmers and enhancing domestic energy security.
