This legislation amends the Middle Class Tax Relief and Job Creation Act of 2012 to establish a uniform fee schedule for processing applications related to the placement of communications facilities on federal buildings and property. The Administrator of General Services is tasked with creating this schedule, ensuring fees are based on the direct costs incurred by agencies for processing these forms and are competitively neutral. The Administrator may also establish exceptions to the fee schedule, which must be competitively neutral and consider the public benefit of granting access or promoting the expansion of broadband internet access service . Heads of executive agencies are mandated to adopt these fees and any established exceptions through regulation, applying exceptions on a case-by-case basis. Any fees collected by an executive agency under this framework are specifically designated to cover the costs of processing the relevant forms, subject to appropriation acts, and supersede other applicable fees. The bill sets deadlines, requiring the GSA Administrator to establish the fee schedule within 30 days of enactment, and executive agencies to adopt them within 120 days thereafter.
