The TAP Promotion Act amends Title 10 of the United States Code to significantly enhance the Transition Assistance Program (TAP) for service members preparing for civilian life. It mandates the inclusion of a new, standardized presentation within preseparation counseling, specifically designed to promote the comprehensive benefits available to veterans under laws administered by the Secretary of Veterans Affairs. This presentation must be reviewed and approved by the Secretary of Veterans Affairs in collaboration with veterans service organizations (VSOs) that assist with claims under the Benefits Delivery at Discharge program. It will also be submitted to congressional committees for review and, where possible, presented with the direct participation of VSO representatives or authorized individuals. The presentation is designed to inform service members about how VSOs can assist with claims, must not exceed one hour, and explicitly prohibits encouraging membership in any particular organization. Furthermore, the bill requires the Secretary of Veterans Affairs to submit an annual report to relevant congressional committees. This report will identify participating VSOs, detail the number of service members who attended these presentations, and include any recommendations for improving the presentation or the program itself.
