The Checkpoint Modernization Act mandates that the Commissioner of U.S. Customs and Border Protection prioritize renovation projects at U.S. Border Patrol checkpoints. These renovations aim to improve the safety and well-being of law enforcement personnel , enhance agents' ability to detect and deter human smuggling and contraband , and reduce traffic congestion while improving overall public safety, especially given the increasing traffic volume along the southern border. To support these efforts, the bill authorizes the appropriation of not less than $150,000,000 for each of fiscal years 2025 through 2028. Additionally, the Commissioner is required to submit annual reports to Congress detailing the cost estimates, statuses, and justifications for these checkpoint renovation projects. A key provision of the bill includes the permanent rescission of unobligated balances from funds previously appropriated to the Environmental Protection Agency for environmental and climate justice block grants under the Clean Air Act.
