This bill, titled the "Wireless Electric Vehicle Charging Grant Program Act of 2025," directs the Secretary of Transportation to establish a new grant program in coordination with the Department of Energy. The program will award competitive grants to eligible entities for projects focused on constructing, installing, or improving existing wireless charging infrastructure and technology for electric vehicles. This includes work on performance, safety, electromagnetic compatibility, interoperability, development, and testing of wireless charging systems. The grants are intended to support the wireless charging of various vehicle types, including light, medium, and heavy-duty vehicles , fleet vehicles (including Federal fleets), and public transit . Eligible entities include State, local, Tribal, or territorial governments, Metropolitan Planning Organizations, and transit agencies, with a focus on geographic diversity in selections. The Federal share for a project may not exceed 80 percent of the total cost, with a maximum grant amount of $25,000,000 per project. Priority for grant awards will be given to projects that feature non-disruptive designs , are beneficial to underserved communities, utilize cost-effective and environmentally sustainable technologies, and ensure compatibility with a wide range of electric vehicles. Projects must also emphasize safety, diversity, equity, and inclusion in workforce practices, and encourage non-Federal contributions through public-private partnerships. Recipients are required to adhere to wage rate requirements (Davis-Bacon Act), maintain neutrality toward organized labor, and comply with "Buy America" provisions . The Secretary is also mandated to provide technical assistance and publish annual progress reports detailing grant recipients, project progress, successes, failures, safety aspects, workforce and environmental impacts, and recommendations for future policies. The bill authorizes an appropriation of $250,000,000 to carry out the program, with funds remaining available until expended.
