This bill establishes a supermajority vote requirement in Congress to protect benefits administered by the Social Security Administration and the Centers for Medicare and Medicaid Services. Any bill, joint resolution, or amendment that would reduce existing benefits from these programs cannot be considered in either chamber unless two-thirds of members present and voting agree to a motion to consider it. An exception applies to provisions that reduce payments to Medicare Advantage plans , provided these reductions result in an equal or greater increase in payments for other purposes under the broader Medicare program.
