This bill amends title 14 of the United States Code to ensure that military members , qualified civilian employees , and qualified contract employees of the Coast Guard continue to receive pay and benefits during a lapse in appropriations. It specifically appropriates necessary sums to provide continuous compensation when a general appropriation bill for the Coast Guard is not enacted before the fiscal year begins, or a continuing resolution is not in effect. This measure aims to prevent financial hardship for essential Coast Guard personnel during government shutdowns. A "Coast Guard-specific funding lapse" triggers this automatic funding for personnel performing active service or essential work, as determined by the Commandant. While the Anti-Deficiency Act generally applies, exceptions are made for expressly authorized operations, emergencies involving safety of life or property, and functions necessary for presidential duties. This funding terminates upon the enactment of a regular or continuing appropriation for the Coast Guard, or if an applicable appropriations resolution is enacted without funding for such purpose.
