The "District of Columbia Legislative Home Rule Act" seeks to significantly enhance the District of Columbia's self-governance by eliminating the Congressional review period for local acts. Currently, laws passed by the D.C. Council are subject to a period during which Congress can disapprove them, effectively nullifying local legislation. This bill proposes to amend the District of Columbia Home Rule Act by striking subsection (c) of Section 602 , which outlines the Congressional review process. Additionally, it repeals Section 604 , which governs Congressional resolutions of disapproval, further removing federal oversight. Numerous conforming amendments are also included to ensure all references to the review process are removed from the D.C. Official Code. The legislation aims to grant the District of Columbia full authority over its locally enacted laws, allowing them to take effect without federal intervention. These amendments would apply to all D.C. acts passed or ratified on or after the first day of the One Hundred Nineteenth Congress.
