This bill, known as the "Saving NSF's Workforce Act," establishes a temporary moratorium on reductions in force (RIFs) at the National Science Foundation (NSF). The moratorium will remain in effect until full-year appropriations for the NSF for fiscal year 2026 have been enacted into law. During this period, the NSF is prohibited from initiating or implementing any RIFs. Furthermore, it cannot conduct involuntary separations of employees in the competitive service, excepted service, or career appointees in the Senior Executive Service, unless such actions are for cause based on charges of misconduct, delinquency, or inefficiency. This legislation aims to protect the NSF's workforce from involuntary separations during the specified timeframe.
