This bill proposes to amend Section 166(b) of title 23, United States Code, to create a new provision allowing certain veterans to utilize High Occupancy Vehicle (HOV) facilities. Specifically, it enables public authorities to permit disabled veterans to use these lanes, provided they have a license plate, registered transponder, or other identification method deemed necessary for qualification. A "disabled veteran" is defined as a veteran with a service-connected disability rated at or above a percentage determined by the public authority. Crucially, this legislation allows a single qualifying disabled veteran to use an HOV facility, thereby creating an occupancy exception to the usual multi-occupant requirement. Furthermore, public authorities are granted the discretion to charge no toll for these veterans when using HOV facilities.
