This bill, titled the "Ensuring Access to Specialty care Everywhere Act of 2025" or "EASE Act of 2025," requires the Center for Medicare and Medicaid Innovation (CMMI) to establish and test a new model. This model, known as the Specialty Health Care Services Access Model, is designed to enhance access to specialty health services for certain Medicare and Medicaid beneficiaries. It aims to achieve this by leveraging digital modalities, such as telehealth and other remote technologies, in coordination with individuals' primary care providers. The Secretary of Health and Human Services will enter into agreements with specific provider networks to furnish these services. These networks must be non-profit entities, comprise at least 50 Federally qualified health centers, rural health clinics, critical access hospitals, or rural emergency hospitals (with at least half in rural areas), and have a proven track record in rural and underserved communities. Eligible individuals are Medicare or Medicaid beneficiaries located in rural or underserved areas , ensuring that the model targets populations with significant access barriers.
