The Earthquake Resilience Act requires a comprehensive national risk assessment, to be completed within two years by the National Institute of Standards and Technology in collaboration with other federal agencies and stakeholders, to identify progress and gaps in community earthquake resilience. The bill also amends the National Earthquake Hazards Reduction Program (NEHRP) to enhance its focus on post-earthquake recovery. Key changes include incorporating post-earthquake recovery-based performance objectives that address functional recovery and reoccupancy, and supporting the development of standards and guidelines for improved post-earthquake recovery of lifeline infrastructure . Additionally, NEHRP's seismic network data collection will be expanded to include real-time global navigation satellite system (GNSS) network data streams and geodetic network data , thereby improving earthquake monitoring and research capabilities.
Referred to the Committee on Science, Space, and Technology, and in addition to the Committees on Transportation and Infrastructure, and Natural Resources, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
