This bill mandates the Secretary of Energy to establish the Energy Cybersecurity University Leadership Program , designed to bolster expertise in cybersecurity for energy infrastructure. The program will provide competitive financial assistance, including scholarships, fellowships, and support for research and development projects, to graduate students and postdoctoral researchers. Participants will pursue courses of study that integrate cybersecurity competencies with critical energy infrastructure needs. A key component of the program involves offering research traineeship experiences at National Laboratories and utilities, ensuring practical application of their knowledge. Additionally, the Secretary is directed to conduct targeted outreach to historically Black colleges and universities, Tribal Colleges or Universities, and minority-serving institutions to promote broader participation.
