The "Stamp Out Invasive Species Act" mandates the United States Postal Service to create and issue a new semipostal stamp , to be known as the "Combating Invasive Species Semipostal Stamp." This initiative aims to provide the public with an accessible method to contribute financially to efforts against invasive species. The bill stipulates that the stamp will be available for purchase for a period of two years , commencing within 12 months of the Act's enactment. All funds generated from the sale of this semipostal stamp, after accounting for the postal service's costs, will be equally distributed to the Department of the Interior and the Department of Agriculture . These allocated funds are specifically designated to support programs within both departments that are dedicated to combating invasive species. Congress finds that invasive species pose a serious threat to natural ecosystems, native plant and animal populations, and cause detrimental economic damage.
