This bill prohibits the use of specific biometric recognition technologies in federally assisted rental dwelling units to ensure fair access to affordable housing free from bias and discrimination. After a one-year grace period, owners of covered units would be forbidden from using or authorizing facial recognition technology , physical biometric recognition technology , or remote biometric recognition technology for surveillance or any other adverse purpose. This prohibition applies to a broad spectrum of housing programs, including public housing, Section 8, and various supportive housing initiatives. The legislation defines these technologies broadly to include systems identifying individuals based on facial characteristics, DNA, fingerprints, iris, retina, gait, or voice, or logging such characteristics to infer emotion, activities, or location. Additionally, the bill mandates the Secretary of Housing and Urban Development (HUD) to submit a report to Congress within one year. This report must detail past usage of these technologies, their impact on residents, and assess potential effects on vulnerable communities, privacy, civil rights, and fair housing in assisted rental dwelling units.
