The Housing Market Transparency Act mandates the Secretary of Housing and Urban Development (HUD) to establish a comprehensive data collection system for properties receiving the Low-Income Housing Tax Credit (LIHTC) . This initiative aims to increase transparency regarding the development, ownership, and ongoing status of affordable housing projects funded through this critical program. Under this bill, HUD will collect various data points, including development costs , ownership structures, habitability standards, and reasons for property disposition. State agencies responsible for administering LIHTC allocations are required to submit this detailed information to HUD annually, ensuring a continuous flow of updated data. HUD will also provide technical assistance to states and work to minimize duplicative reporting requirements across federal housing programs. Crucially, the Secretary must annually compile and make most of this collected data publicly available, excluding specific development cost details. Additionally, HUD is tasked with periodically assessing and issuing public reports on LIHTC properties and the broader multifamily housing development market, thereby enhancing public oversight and understanding of affordable housing trends.
Referred to the Committee on Ways and Means, and in addition to the Committee on Financial Services, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
