This legislation directs the Secretary of Health and Human Services to convey approximately 3.372 acres of federal land in Anchorage, Alaska, to the Southcentral Foundation (SCF) within two years of the Act's enactment. This property transfer is specifically for SCF's use in connection with health and social services programs. The conveyance will be made by a warranty deed , requiring no payment or consideration from SCF. The United States will not impose any obligations, terms, or conditions on SCF, nor will it retain any reversionary interest in the property. This transfer will supersede any previously executed quitclaim deed. A key provision addresses environmental liability , ensuring SCF is not responsible for any contamination present on the property before the transfer date. The Secretary, however, will not be liable for contamination occurring after SCF controls the property and must comply with federal hazardous substance notification requirements.
