This legislation amends the Public Utility Regulatory Policies Act of 1978 (PURPA) to introduce a new standard focused on ensuring electric reliability through reliable generation facilities . It mandates that state-regulated electric utilities utilizing integrated resource planning establish measures to guarantee the reliable availability of electric energy for a 10-year period. These measures involve either maintaining the operation of existing reliable generation facilities or procuring electric energy from them. A reliable generation facility is defined as one that can generate electricity continuously for at least 30 days, possesses adequate on-site fuel or a continuous energy source for that duration, or has contractual fuel supply obligations. Furthermore, such facilities must be capable of operating during emergency and severe weather conditions and provide essential grid services like frequency and voltage support. States are required to commence consideration of this new standard within one year of the bill's enactment and complete their determination within two years. However, these obligations do not apply to states that have already implemented a comparable standard, conducted a relevant proceeding, or whose legislature has voted on such a standard within the preceding three years.
