This bill mandates that the Department of Veterans Affairs (VA) provide employment contracts to participants in its Health Professionals Scholarship Program (HPSP). The Secretary must ensure participants receive a contract for full-time clinical practice at a high-need VA facility within 90 days of completing their course or obtaining all required licensure. These contracts are required to include a competitive salary and benefits package consistent with Department employment standards. Furthermore, the legislation establishes a comprehensive prohibition on smoking within all facilities of the Veterans Health Administration (VHA). This ban applies to all individuals, including veterans, patients, employees, and visitors, and encompasses traditional tobacco products as well as electronic nicotine delivery systems like e-cigarettes and vape pens. The Secretary of Veterans Affairs is also required to submit regular reports to Congress every 180 days until September 30, 2027, detailing the implementation of the HPSP employment provisions.
