The Maternal and Infant Syphilis Prevention Act requires the Secretary of Health and Human Services to develop and disseminate guidance on best practices for addressing congenital syphilis. This guidance is intended for State Medicaid programs, State Children's Health Insurance Programs (CHIPs), and various Indian health programs, including the Indian Health Service, Indian Tribes, and Urban Indian organizations. The core purpose of this guidance is to improve access to and the effectiveness of syphilis screening and treatment for pregnant women and infants. Key areas of focus include expanding syphilis screening, educating medical professionals and pregnant women, and integrating telehealth services for better access and training. The guidance will also emphasize increasing syphilis testing during the third trimester and at delivery , which are critical periods for early detection and prevention of adverse health outcomes. Ultimately, the bill aims to improve overall treatment for both syphilis and congenital syphilis, leveraging existing authorities and waivers under Medicaid and CHIP. Within two years of enactment, the Secretary must submit a report to Congress, which will also be made publicly available, analyzing the implementation of these recommended best practices.
