The Highway Funding Flexibility Act of 2025 aims to optimize the use of federal transportation funds by redirecting unobligated monies from electric vehicle (EV) charging infrastructure programs. Specifically, it targets funds from the National Electric Vehicle Infrastructure Formula Program and the Charging and Fueling Infrastructure Grant Program . This redirection applies to amounts currently unobligated as of the bill's enactment, as well as all future fiscal year allocations from these programs. These reallocated funds are to be used exclusively for a range of traditional highway and bridge projects, rather than their original EV infrastructure purpose. Eligible uses include the construction, reconstruction, or rehabilitation of Federal-aid highways , projects to replace or preserve bridges , and improvements that reduce wildlife-vehicle collisions . Funds can also support additional parking for commercial motor vehicles and related engineering services. The bill ensures these funds are distributed to states proportionally based on existing highway funding formulas and are administered similarly to other Federal-aid highway funds, supplementing current apportionments.
