The "Small Business Liberation Act" proposes to provide financial relief to small business concerns by exempting them from certain import duties. These duties are those specifically imposed as a result of a national emergency declared by the President on April 2, 2025, and are referenced under Executive Order 14257 . Under this legislation, duties levied pursuant to Executive Order 14257 will not apply to goods imported by or for the use of entities classified as small business concerns . The definition of a small business concern for the purpose of this exemption will adhere to the criteria outlined in section 3 of the Small Business Act (15 U.S.C. 632).
