Federal agencies are also directed to consider whether potential civil rights violations, based on an individual's actual or perceived Jewish identity, were motivated by antisemitism during their reviews and investigations. The legislation clarifies that its provisions do not expand the authority of federal agencies, alter existing standards for determining civil rights violations, or diminish any rights protected under current law, including those guaranteed by the First Amendment to the Constitution.
