It aims to enhance congressional oversight of these critical environmental cleanup efforts.

Each annual report must include comprehensive information such as the total funding budgeted and obligated per site for current and prior fiscal years, and for subsequent reports, funding expensed since the last report. It will also detail the general and operating status of these interim remedial actions, including design, contracting, construction, and operational phases, along with timelines for completion and explanations for any delays exceeding 12 months. Furthermore, the report must identify administrative, regulatory, funding, or other barriers contributing to delays or budgetary effects, along with the Secretary's plan to address them.

Beyond the annual report, the bill mandates the Secretary of Defense to submit a PFAS remediation acceleration strategy within 180 days of enactment. This strategy must outline criteria for prioritizing military installations based on risk, establish timelines for completing cleanup processes, and detail a plan for deploying additional resources and technologies to reduce delays. It also requires benchmarks for evaluating the performance of military departments on PFAS response efforts, ensuring accountability in the cleanup process.

Finally, the legislation requires the Secretary of Defense to establish a publicly accessible online dashboard within one year of enactment, to be updated semiannually. This dashboard will provide transparency by summarizing site-by-site funding, the status of remediation and investigation efforts, projected and actual completion timelines, and points of contact for community engagement regarding DoD's PFAS actions. This ensures public access to vital information about the Department's environmental responsibilities.
