This bill establishes a new federal offense for mass killings, targeting individuals who kill three or more people in a single incident using a machinegun , a destructive device , or a covered semiautomatic weapon . Perpetrators of such acts, which must have a connection to interstate commerce and occur in specified public locations like schools, places of worship, or retail establishments, face imprisonment for any term of years or for life. The legislation broadly defines "covered semiautomatic weapon" to include various rifles and shotguns based on their features, magazine capacity, and design, as well as devices that accelerate the rate of fire. In addition to criminalizing these acts, the bill mandates comprehensive reporting requirements. The Attorney General is required to submit annual reports to Congress detailing charges filed under this new offense, including information on fatalities, injuries, demographics of those charged, and weapons used. Furthermore, within 180 days of filing charges for a mass killing, the Attorney General must make a public report on the Department of Justice website, providing details such as the number of individuals present, government expenditures, lost business revenue, and victim assistance provided.
