This bill requires the Department of Veterans Affairs (VA) to furnish hospital care and medical services to veterans with service-connected disabilities rated as permanent and total , even when they are located outside the United States. This provision applies if the care is consistent with standard medical practice in the United States and any prescription medications are approved by the Food and Drug Administration. The legislation also mandates that the VA ensure efficient administration of these services. Specifically, it requires that reimbursements to veterans and medical providers can be made via direct deposit to expedite payments and reduce administrative costs. Furthermore, the VA's mobile applications must be updated to allow for digital submission and real-time tracking of required forms and supporting documentation, as well as providing access to benefits authorization and continuity of care documents. These amendments will take effect 90 days after the bill's enactment, applying to care furnished on or after that date. The Secretary of Veterans Affairs is also required to submit a report to Congress within two years, detailing the implementation, challenges, and efficacy of these new provisions.
