The Saving Our Invaluable Land Act of 2025, or SOIL Act, amends the Defense Production Act of 1950 to restrict certain foreign countries from acquiring property near sensitive U.S. sites. It specifically prohibits China, Iran, North Korea, and Russia , along with entities they control, from purchasing, leasing, or obtaining concessions for property within 10 miles of designated locations. These "sensitive sites" include air or maritime ports , U.S. military installations , and other federal government facilities deemed sensitive for national security. The Committee can also identify sites where foreign acquisition could enable intelligence collection or expose national security activities to surveillance risks. The bill mandates that the Committee promptly notify Congress of any violations or attempted violations of these new restrictions, which apply to transactions made on or after the subsection's enactment.
Referred to the Committee on Financial Services, and in addition to the Committees on Foreign Affairs, and Energy and Commerce, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
