This bill authorizes the Secretary of Labor to award competitive grants to States, which will then issue competitive subgrants to eligible entities. These eligible entities must be established, experienced in textured hair training, and hold a Minority- or Women-owned Business Enterprise certificate. The subgrants are intended to fund education and technical training for cosmetology students on how to shampoo, deep condition, braid, twist, and style textured hair , defined as coiled, curly, or wavy hair in its natural state. Funds may also be used to develop curriculum, hire and train instructors, and offer digital training to better provide this education. The program seeks to enhance cosmetology school curricula by ensuring comprehensive training in textured hair care, with reporting requirements for both subgrant recipients and States to ensure accountability and track program effectiveness.
