This bill authorizes individuals entitled to veterans educational assistance to use these benefits for examinations and assessments that grant credit toward degrees at institutions of higher learning. It expands the permissible uses of educational assistance provided under various chapters of Title 38, including Chapters 30, 32, 33, 34, and 35, as well as other relevant provisions. The covered examinations and assessments include standardized tests like DANTES Subject Standardized Test Program (DSST) and College Level Examination Program (CLEP) , the National Career Readiness Certificate examination, and similar exams specified by the Secretary of Veterans Affairs. Additionally, it covers assessments by institutions of higher learning of a student's portfolio or narrative demonstrating prior military training or learning. There is a financial limitation on the amount of veterans educational assistance that can be used for these purposes, capped at the lesser of the actual cost of the examination or assessment or $500 . The cost of these covered items will be charged against the individual's overall educational entitlement, calculated by dividing the covered cost by their monthly assistance rate. This charge against entitlement for VA benefits will not, however, affect entitlement to educational assistance administered by the Secretary of Defense, such as the Department of Defense Tuition Assistance Program. This measure aims to streamline the process for veterans to translate their valuable military experience and knowledge into academic credit.
