The Office of Federal Procurement Policy, in consultation with the Secretary, will annually verify agency compliance and make this information publicly available. Additionally, the Act mandates training on biobased product purchasing for agency staff and requires updates to federal procurement systems like GSA Advantage! and FedMall to include biobased product designations and collect relevant purchasing data. The legislation also strengthens the biobased product labeling initiative by requiring public notification on how to report unauthorized label use. It empowers the Secretary to conduct public marketing and education campaigns, including outreach to small businesses and state procurement agencies, and allows for the acceptance of non-Federal funds for these efforts. Finally, the bill establishes a Biobased Task Force within the Department of Agriculture to coordinate, evaluate, and recommend improvements for biobased product programs, ensuring a cohesive strategy for research, development, promotion, and marketing.
