This bill amends the Specialty Crops Competitiveness Act of 2004 to direct the Secretary of Agriculture to establish a new grant program. The program's primary goal is to encourage the development, maintenance, and expansion of the commercial domestic market for domestically produced specialty crop commodities. Grants will be awarded to eligible organizations to implement domestic market development programs, with the Secretary acting through the Administrator of the Agricultural Marketing Service. Eligible organizations applying for grants must submit a detailed marketing plan outlining advertising and demand-oriented promotion activities, market goals, and how funds will be expended. They must also certify that federal funds will supplement, not supplant, non-federal resources. Grant recipients are required to provide non-Federal matching funds equal to at least 25% of the grant amount, which can include in-kind support. The Secretary may provide multiyear assistance, conduct annual reviews, and terminate grants for non-compliance or inadequate resource contribution. Funds are restricted from promoting foreign-produced products or directly assisting large for-profit corporations, with exceptions for cooperatives, certain associations, and non-profit trade associations. The bill authorizes an appropriation of $75,000,000 for fiscal year 2026 and each fiscal year thereafter to fund the program and its administrative expenses.
