This bill, titled the "Expanding Service Coordinators Act of 2025," seeks to significantly expand and strengthen service coordinator programs across a range of federally assisted housing projects. It introduces new grant opportunities, mandates dedicated funding for professional development, and authorizes substantial appropriations to support these vital services. The legislation also aims to bolster the service coordinator profession by including it in Public Service Loan Forgiveness eligibility. Specifically, the bill establishes a new competitive grant program under the Housing Act of 1959 for Section 202 properties, enabling owners to employ or retain service coordinators to assist residents with supportive services. It also creates a program under the Health Resources and Services Administration (HRSA) to award 150 grants to eligible Low-Income Housing Tax Credit properties for service coordinators. Furthermore, a new Rural Housing Service Coordinator Grant Program is established for Section 515 properties, prioritizing those serving elderly or disabled residents and those in persistent poverty areas. The bill mandates that owners of federally assisted housing projects reserve at least $2,500 annually for service coordinator training and requires annual reporting on this training. It authorizes $225,000,000 annually for fiscal years 2026 through 2030 for covered service coordinator programs and existing congregate service grants. Additionally, $45,000,000 annually is authorized for services for public and Indian housing residents, and $37,000,000 for the HRSA grant program in FY2026, alongside $10,000,000 annually for the Rural Housing program.
