The bill proposes to establish an Office of Young Americans within the Executive Office of the President, to be led by a Director appointed by the President. This Director will serve as the principal advisor to the President on all matters primarily and substantially affecting individuals defined as "young Americans," specifically those between 18 and 40 years old who are citizens or lawful permanent residents. An Associate Director may also be appointed to assist with the Office's functions. The Office's primary responsibilities include identifying key issues impacting young Americans, such as employment education mental health housing climate change . The Director will advise the President on these issues and on strategies for engaging young Americans in the Federal Government. Furthermore, the Office will support strategic coordination and communication among Federal agencies to ensure a cohesive, whole-of-government approach to addressing these concerns. The Director is tasked with coordinating Federal activities, providing strategic direction to agencies, and leveraging their expertise to prepare for and respond to issues affecting young Americans. This includes identifying opportunities to use technology for workforce development and requesting funding through the President's Budget. The bill also mandates the submission of "Preparedness Outlook Reports" every five years, detailing issues warranting special attention and providing recommendations to the President and Congress, which will also be made publicly available.
