This legislation mandates that the Chairman of the Joint Chiefs of Staff undertake a comprehensive review to determine the feasibility and advisability of incorporating militarily relevant applications of emerging biotechnology into existing wargaming exercises. The primary goal is to ensure that these exercises accurately reflect the evolving landscape of military technology and potential future conflicts. The review must specifically consider biotechnology-enabled enhancements for warfighter cognitive and physical performance, as well as novel chemicals and materials designed for strategic battlefield advantage. It also requires an assessment of adversaries' use of biotechnology for military purposes beyond traditional biological weapons. The Chairman is directed to consult with combatant commanders and other relevant stakeholders, both within and outside the Department of Defense, to identify recent advancements. A detailed report summarizing recommended modifications and outlining a plan for regularly updating exercise designs must be submitted to the congressional armed services committees within 180 days of enactment.
