The "Generating Resilient, Environmentally Exceptional National Streets Act," or GREEN Streets Act, significantly amends federal transportation law to prioritize climate change mitigation and enhance the resilience of the transportation system. It introduces "combating climate change" as a national goal for public roads, specifically aiming to reduce carbon dioxide and other greenhouse gas emissions. The bill directs the Secretary of Transportation to establish minimum standards for States to decrease per capita vehicle miles traveled (VMT) and improve public road resilience, with a goal of achieving net-zero emissions. The Act mandates that metropolitan and statewide transportation planning processes incorporate goals to reduce carbon dioxide and greenhouse gas emissions, and to decrease per capita VMT. For projects that increase traffic capacity or exceed $25 million in federal funding, Metropolitan Planning Organizations and States must conduct and publish analyses. These analyses will assess the impact on VMT, mobile source greenhouse gas emissions, and non-single-occupancy-vehicle trips, also considering air pollution and environmental justice metrics in affected communities. Furthermore, new capacity projects for single-occupancy vehicles require demonstrations of good repair progress, cost-effectiveness compared to alternatives, and a maintenance plan. To ensure accountability, the bill establishes investment requirements for States that fail to meet their performance targets for public roads related to greenhouse gas emissions, VMT, and resilience. Such States will be required to obligate a significant portion of their federal highway funds ( 33 percent of certain funds and 10 percent of others) towards projects designed to achieve these targets. This obligation increases annually for continued non-compliance, with eligible projects including transit expansion, active transportation infrastructure, micromobility, and land use projects promoting density and transit-oriented development. The GREEN Streets Act also introduces new national standards and performance measures for transit accessibility. It defines key terms such as "transit accessibility" (share of destinations accessible by public transportation within 45 minutes), "transit stop distance," and "transit mode share." The Secretary of Transportation is directed to establish these standards, and "covered entities" (metropolitan planning areas over 250,000 population and their states) must set targets and report on their performance, including the availability of sidewalks, crosswalks, and dedicated bike lanes. The Secretary will provide technical assistance to help entities meet these new requirements.
