This bill aims to significantly limit the authority of immigration officers at protected emergency response locations. It prohibits enforcement actions by Department of Homeland Security officers, including ICE and CBP, within 1,000 feet of sites like active natural disaster zones, temporary shelters, or places providing disaster assistance. This restriction applies unless exigent circumstances, such as an imminent risk of death or violence, are present. If officers are uncertain about exigent circumstances, they must immediately cease action and consult with a supervisor for real-time confirmation before proceeding.

When enforcement actions occur under exigent circumstances or officers are led to such locations, they must act as discreetly as possible, limit their time, and target only approved individuals. The bill specifies exceptions, including the transportation of individuals to hospitals for medical care or rare, premeditated arrests of terrorist suspects or individuals posing an extraordinary danger to public safety, with prior written approval. If an enforcement action violates these provisions, any resulting information cannot be used in removal proceedings, and the affected individual may seek immediate termination of those proceedings.

The legislation mandates annual training for relevant DHS officials on these requirements. It also establishes comprehensive reporting mechanisms, requiring the Secretary of Homeland Security to provide detailed reports to the DHS Office of the Inspector General and Office for Civil Rights and Civil Liberties for each enforcement action at a protected location. Furthermore, annual reports on such enforcement actions and related complaints must be submitted to appropriate Congressional committees by ICE, CBP, and the DHS Inspector General, ensuring transparency and oversight.
