The Weatherization Resilience and Adaptation Program Act establishes a grant program, to be administered by the Secretary of the Interior, aimed at enhancing the resilience of homes and properties against climate change impacts. This program specifically targets low-income property owners , owners of affordable housing, and multifamily dwellings with subsidized residents, recognizing their disproportionate vulnerability to extreme weather events. The bill defines "low-income" as at or below 300 percent of the poverty level, with some flexibility for eligible program participants. Eligible program participants, including States, federally recognized Indian Tribes, and Native Hawaiian organizations, will receive grants to then fund property owners for resilience and adaptation activities. These activities include structural modifications to existing buildings and the implementation of natural solutions to mitigate hazards such as floods, wildfires, and extreme heat. The bill mandates outreach to educate property owners and sets conditions for grants to multifamily buildings, including provisions for resident displacement and restrictions on rent increases. The Secretary of the Interior is directed to promulgate rules for the program within 180 days, in consultation with other federal agencies like HUD and FEMA, covering guidance, audits, and performance targets. Concurrently, the Director of the National Institute of Standards and Technology will develop and publish resilience and adaptation standards within one year, considering factors like material costs, fair labor, and geographical variations. The bill authorizes significant appropriations, including $250 million annually for the Secretary of the Interior for fiscal years 2026 through 2031, and $2 million annually for the Director of NIST for fiscal years 2026 through 2028.
