This bill significantly amends the Federal Water Pollution Control Act to integrate the concept of "resource preservation techniques" into various water infrastructure programs. It establishes a comprehensive definition for these techniques, which include measures addressing water efficiency (such as reuse, recapture, and conservation), energy efficiency , stormwater runoff mitigation , and promoting sustainable project planning, design, and construction , as well as environmentally innovative approaches. The legislation mandates that capitalization grant agreements and water pollution control revolving loan funds must now consider and, to the maximum extent practicable, utilize these resource preservation techniques in eligible projects. Specifically, recipients of revolving loans for treatment works repair or expansion will be required to evaluate and implement these methods. Furthermore, the bill increases authorized appropriations for key programs, boosting funding for the Wastewater Efficiency Grant Pilot Program to $40,000,000 annually and the Clean Water Infrastructure Resiliency and Sustainability Program to $50,000,000 annually for fiscal years 2026 through 2031.
