This bill amends the Higher Education Act of 1965 to protect students from enrollment disruptions caused by federal government shutdowns. It establishes a new condition for institutions of higher education participating in Title IV federal student financial aid programs . Under this condition, institutions are prohibited from terminating or otherwise altering a student's enrollment status if their federal financial aid is disrupted due to a lapse in appropriations . This measure ensures that students are not penalized or removed from their programs when federal funding for their aid is temporarily unavailable because of a government shutdown.
