This bill, titled the Accelerating Home Building Act, authorizes the Secretary of Housing and Urban Development (HUD) to award grants to eligible entities for the purpose of selecting pre-reviewed designs of mixed-income housing structures. These designs, also known as pattern books, are construction plans assessed and approved by localities to streamline and expedite approval pathways for housing construction. Eligible entities include units of general local government, municipal membership organizations, and Indian tribes, with the overarching goal of increasing the production and supply of affordable housing. When reviewing grant applications, HUD will consider the need for affordable housing, the presence of high opportunity areas , and coordination with state and regional planning authorities. Not less than 10 percent of the grant funds are specifically reserved for eligible entities located in rural areas . Grant recipients will be required to report on the impact of their activities, including the number of permits issued and housing units produced using the selected designs, and HUD will disseminate best practices. The Secretary may also require the return of grant funds if the selected designs are not adopted within five years.
